PUBLIC BUILDING COMMITTEE
December 11, 2006

Vice Chairman Salvatore called the meeting to order at 6:05 p.m. in the Board of Education Conference Room in the Simsbury Town Hall.
Present: Dragulski, Kelly, Ostop, Patrina, Petitjean, Rice, Rowland, Salvatore
Absent: Derr
Guests: Sawitzke, Holden, Twitchell, Murdick, Cutler, Dagdona

Due to the absence of the secretary, Ms. Patrina was appointed secretary pro tem.

1.  Minutes - November 13, 2006; November 27, 2006
Mr. Kelly moved, Ms. Patrina seconded, to accept the minutes of November 13, 2006 and
November 27, 2006 as presented and the motion carried unanimously.                        

2.  Tariffville School - Architect Interviews
The first firm interviewed was Silver Petrucelli.  Those presenting were Bill Silver AIA, Dean
Petrucelli AIA, Ken Sgorbaty PE and Aris Stalis ASLA.  Following the presentation there was
Q and A.

The second firm interviewed was Friar Associates.  Presenters were David Friar, Greg Longo, Bryan Solywada and Mike Sorano, Project Designer.  Following the presentation there was
Q and A.

The third firm interviewed was JCJ Architecture.  Presentation was made by Greg Smolley, principal, Jamie Cali, Dean Ober, Barbara Joslin and Emily Czarneki.   Following the presentation there was Q and A.

The fourth and final interview was with OakPark Architects LLC.  Those presenting were Peter Chow, Mark Roming, Mark Welch and Hal Livingston.  Following the presentation there was
Q and A.

At the conclusion of the interviews there was discussion with all present at the time participating.

Mr. Ostop moved,  Mr. Salvatore seconded, to select OakPark Architects LLC for the Tariffville School Project.  The motion carried with Dragulski, Kelly, Ostop, Patrina and Salvatore voting in favor.

Mr. Salvatore will assist in negotiating the contract to ensure that various components discussed and concerns noted by the Committee members are included such as the new State mandates.

Mr. Holden will supply a copy of a previously proposed budget by Mr. Chow to PBC members.

3.  Simsbury Public Library
Mr. Cutler stated that he had prepared written responses to the previous questions and comments

of the PBC and submitted them to Mr. Sawitzke. He distributed copies of the PLAN HOLDERS,  dated 8 December 2006 which listed the Design Team, Bid Support Services and General Constractors.  He stated that there are two additions: ACMAT and MA New England.  There have been two more inquiries and two firms Carlin Construction and Connecticut Carpentry, will be picking up the drawings tomorrow.

Mr. Cutler informed that he will be sending a set of drawings, a copy of bid documents and the public notice to the State Library as required.

The bids will be received January 10, 2007.  There will be a mandatory walk-thru December 19, 2006.  All general contractors will be available at the library.  

Mr. Ostop moved, Mr. Salvatore seconded, to require the bid package to include the AIA 305 Form and to specifically list and provide resumes of the principal in charge, the project manager,  the project superintendent and the project safety officer The motion carried unanimously.  

The bid returns are to be prepared for the PBC in relationship of highs to lows.  The PBC meeting for January was scheduled for Wednesday, January 17, 2007 to facilitate bid response preparation for consideration at the meeting.

4.  Central School Roof
There was no report.

5.  Simsbury High School Auditorium Project
Mr. Sawitzke reported that the process for applying for additional funding has been completed.  Mr. Holden wrote a letter to the Board of Selectman and the request was submitted to the Board of Finance for consideration in their appropriations allocations.  Mr. Sawitzke will provide the PBC with a copy of Mr. Holden’s letter.

6.  Simsbury High School Addition and Renovation Project
There was no report re the two remaining items of snow guards and the fuel line.

7.  Annual Meeting Schedule for 2007
Meetings will be scheduled for the second Monday of the month at 7:00 p.m. in the Board of Education Conference Room.  In the event the second Monday is a holiday the meeting will be scheduled for the Tuesday of that week.

8.  Adjourn
The meeting was adjourned at 9:30 p.m. on a motion by Mr. Rice, a second by Ms. Rowland and a unanimously favorable vote.
